The observer reads the existing conversation store across operation chats in the active project, deduplicates by conversation/run identity, and persists only the introduction start time and up to three run receipts per account/project/teacher. Refresh resumes progress; newly delivered teachers receive their own window. Tools/retries, teacher messages, failed/aborted runs, manual compaction, old history and other projects do not count. No runtime, submission, history, prompt, cloud or billing changes.
