This commit adds full support for two new destination page modules: a hero banner section and categorized destination regions.
Changes include:
- New SQLAlchemy models and alembic migration for DestinationHero and DestinationRegion tables
- Updated Pydantic SiteConfigPatchIn schema with new optional fields
- Integrated admin CRUD support for the new modules
- Added default seed data for Guizhou destination regions and hero content

Replace hardcoded homepage featured route groups with a fully managed dynamic system:
- add database models RouteSection and RouteSectionProduct for storing route groups and their associated products
- create Alembic migration 0004_route_sections for the new tables
- extend SiteConfigPatchIn schema with subtitle and productIds fields
- refactor shared site_config utility to load dynamic route sections instead of fixed groups

- Added python-multipart dependency to requirements.txt for handling file uploads.

- Included tests for destination and product serializers, ensuring correct data handling and validation.

- Implemented tests to verify that OSS settings are correctly loaded from environment variables.
